May GCFA Set New Financial Parameters During the Pandemic?
The Council ruled that the Discipline does not allow for contingencies like pandemics with regard to the handling of finances when the General Conference is forced to postpone its meetings.
That will have to be handled by petitions which the General Conference may pass to give needed flexibility. It has been over a hundred years since a pandemic has hit the world so hard that all normal protocols, especially financial ones, could not be followed.
In the meantime, the budget and apportionments will have to be based on the last quadrennium’s votes and cannot be modified by anyone else until the next General Conference votes on the matter.
